Saudi Arabia's Progressive Approach to Attracting Foreign Workers through Liberalized Policies

Dubai for Riyadh, as Saudi Arabia implements measures to attract foreign investment and workers. Will Brown, a Dubai-based global risk executive, has observed a changing demographic on flights to Riyadh, noting the presence of women and children. His employer, Control Risks, is relocating its regional headquarters to Riyadh to comply with new regulations requiring international firms to have their regional HQs in the country by January 2024.

This move is part of Saudi Crown Prince Mohammed bin Salman's efforts to open the country to international markets and position Riyadh among the world's top 10 city economies by 2030.

Despite Dubai's historical appeal, Riyadh has attracted nearly 80 companies seeking to move their headquarters by the end of 2022, according to Saudi Investment Minister Khalid Al-Falih. However, questions arise about Riyadh's readiness in terms of infrastructure, housing, lifestyle, and administration for an influx of foreign white-collar workers and their families.
